The background is that of the bumper cars at this amusement park that was suppose to open a few days after April 26th, 1986. At  01:23 AM(UTC+3). But that all changed in a matter of seconds after Reactor No. 4 at Chernobyl exploded and sent radioactive material into the air and caused a fall out cloud that covered an area extending 30 kilometers (19 mi) in all directions from the plant is known as the "zone of alienation". 

The Chernobyl disaster is widely considered to have been the worst nuclear power plant accident in history, and is one of only two classified as a level 7 event (the maximum classification) on the International Nuclear Event Scale (the other being the Fukushima Daiichi nuclear disaster in 2011).
